Config drive was not supported by Ironic in Juno and this parameter was
effectively ignored. It is now supported in Kilo but keeping this enabled
in Juno prevents partial upgrades (Kilo Nova with Juno Ironic). This
disables it on the Juno side to facilitate partial upgrade testing with
Grenade.
