xml-security-c: Bump release to pick up updated xerces-c package during build
The xml-security-c package has a build dependeny on xerces-c-devel
with version >= 3.1. The xerces-c package was updated from 3.1.4 to
3.2.1 recently, and this necessitates a rebuild of xml-security-c to
pick up the updated version of xerces-c. So bump the release number of
xml-security-c to force a rebuild.
